Experimental Lab for Public Management Research (ExPMR)

KDI School of Public Policy and Management is dedicated to conducting experimental research in different fields related to development, public policy, public management, and economics to provide data-based policy solutions to different issues. Therefore, by taking this into the account, under the Office of Development Research and International Cooperation (ODRIC), eleven research labs are actively involved in conducting research, targeting different fields such as impact evaluation, public management, population, and so on. Among others, one of the recently established (2020) research labs is the Experimental Lab for Public Management Research (ExPMR). To find out more about the ExPMR lab and its main research activities, we conducted a brief interview with Professor Dr. Liu Cheol, the head of ExPMR.

Would you please tell us about the Experimental Lab for Public Management Research (ExPMR) and its core members?

The Experimental Lab for Public Management Research is one of the recently established labs at KDI School. The main objective of the lab is to produce quality research through applying experiment-based research to theories and issues within the field of public management. To address these issues, the lab has been employing three types of experiment research: survey experiments, lab experiments and field experiments. Additionally, the lab is also rigorously involved and collaborates in research projects related with different NGOs, governments and international organizations around world. The core members of the ExPMR lab, besides Professor Liu Cheol as head of the lab, are Professor Kwon Jung and Professor Inbok Rhee, who have vast research and teaching experience in marketing, budgeting and public financial management, and political economy of development. 

Please tell us about the lab’s research accomplishments to date?

 

Well, the ExPMR lab has been focusing on different research areas since it is establishment. For instance, one of the areas in which the ExPMR lab has conducted rigorous research was a systematic review of experimental research on public service motivation (PSM). The result of the research concluded that an individual with high PSM is more patient and during difficult times. Furthermore, the lab has experimented to find the relationship between PMS and civil service exams in Korea. The result shows that competitive exams deter high PSM individuals from taking the public service exams. Furthermore, the ExPMR has conducted research on experimental evaluation of the program efficiency and effectiveness of social impact bonds and participatory budgeting.

Moreover, the ExPMR lab has also been involved in organizing international conferences as well. For example, in 2020, the Lab conducted one of the first conferences, in which highly experienced experts in different fields presented their articles. Seven best articles were selected and published as a special issue in the Asia Pacific Journal of Public Administration. This was presented as a seminar with the theme of “ExPMR-APJPA Special Issue Promotion Seminar” on 26, April, 2022.

Could you please tell us about the future activities of the Lab?

Besides the current research activities, the ExPMR lab will be collaborating with different government agencies in the future. For example, recently the lab has signed an MoU with different ministries of the Uzbekistan government, namely the Ministry of the Economic Development and Poverty Reduction, and the Ministry of Finance, to provide consultancy services, capacity-building programs, and collaborative research activities. Not only this, the lab is also aiming to conduct another conference in October 2022 in collaboration with the Korean Association for Policy Studies (KAPS).

Any last thought you would like to share with our audience about the ExPMR?

First of all, I would thank and appreciate the Dean and Associate Dean of KDIS for their endless support of research labs at our school. Secondly, our main objective is to produce and formulate evidence-based policy in the field of public management. Thirdly, I would like to encourage all the current students and alumni of the school to utilize and participate in all activities and opportunities which are provided by the different departments of the school, including the Office of Development Research and International Cooperation (ODRIC). Last but not least, current students and alumni of the school are always welcome to participate in activities conducted by the ExPMR lab.
