The 3rd International Conference of the Experimental Lab for Public Management Research (EXPMR)

KDI School has contributed to policy research for the past 25 years and has a forward-looking vision for future policy research. Therefore, the 3rd International Conference of the Experimental Lab for Public Management Research (EXPMR) was held at KDI School on the 7th of October, 2022. The plenary session  of the conference was dedicated to the theme 'Financial Tools and Mechanisms for Critical Social Policy Needs'. The forum brought together experts in the field of financial public management, both from academia and the public sector, from the US, Korea, Hong Kong, and Uzbekistan. 

The event consisted of four sessions centered on public financial management to facilitate a comprehensive discussion of the inclusive, sustainable, and long-term development of social policy through institutional and financial reforms. The conference was opened by Professor Taejun Lah, President of the Korea Association for Policy Studies, Yonsei University, who welcomed all participants and thanked the experts for taking part in the ExPMR Conference.

During the plenary session, Professor Christine Martell from the University of Denver, Colorado focused on the topic of financial resilience, emphasizing the current research challenges in the field as well as urban financial resilience from a transboundary policy view. Professor Yeonseob Ha, Vice President of Yonsei University, talked about COVID-19 and Public Finance, focusing on the fiscal response of Korea, highlighting the need to balance between swift and flexible fiscal support.

Session 1 of the conference, dedicated to ‘Revenue and Tax Tools for Social Policy’, covered a range of topics, from soda taxes and local option taxes for social needs to an assessment of determinants of drinking water rates.  Dr. Felipe Losano Rojas, Assistant Professor from the University of Georgia, presented the findings from the research on Soda Tax in Philadelphia, concluding that the current implementation of soda taxes at the local level can be better designed to improve public health.

The main theme of Session 2 was Social Policy and Public Finances. Speakers from the Pennsylvania State University and Texas A&M University presented their research findings on Early Warning Systems, Mobile Technology and Cholera Aversion (Dr. Emily Pakhtigian),

Inequality (Professor Christopher Witko), and Water Desalination Plants (Dr. Robert A.Greer). Professor Christopher Witko (Pennsylvania State University), during his presentation titled Culpability, Redistribution, Inequality and Public Support for Government Assistance for Struggling Firms and Workers discussed why we need to understand public support for  ‘bailouts’. The presentations were held both on-site and in Zoom format. 

Finally, Session 3 focused on Financial Innovations and Governance Quality. Temur Malik Narzikulov, Director of the Project Management Department, Ministry of Finance of Uzbekistan presented key practical points on the financial governance reforms in Uzbekistan. Likewise, Dr. Temirlan Moldogaziyev talked about participatory budget reform in Uzbekistan, suggesting that technical aspects of the reform need further improvements and that this reform should be integrated with the many parallel open government reforms.

After the discussions and presentations, experts and participants met with KDIS students and answered questions. KDI School of Public Policy and Management is dedicated to conducting experimental research in different fields related to development, public policy, public management, and economics to provide data-based policy solutions to different issues. The ExPMR lab is one of the recently established labs at KDI School and produces quality research by applying experiment-based research to theories and issues within the field of public management. 

The 3rd International Conference of the Experimental Lab for Public Management Research (ExPMR) is one of the initiatives that both the ExPMR Lab and KDI School have implemented to facilitate and foster policy research discussion within the field of financial tools and mechanisms; this is intended to help the decision-making community meet critical needs of social policy.
