2022 GDLN Distance Learning Seminar Series: Digital Transformation for Building Back Better

Introduction about GDLN

GDLN (Global Development Learning Network) is a unique partnership of over 88 affiliates in more than 62 countries that provides learning and knowledge exchange activities globally each year. KDI School annually offers a blended learning program that focuses on Korea’s key development experiences and valuable lessons learned. The GDLN Korean Center, which is housed within KDI School, is committed to providing optimal opportunities for development practitioners all over the world to learn from not only Korea’s development experiences, but also to offer peer-to-peer learning opportunities among participating practitioners. 

 

2022 GDLN Distance Learning Seminar Series 

The 2022 GDLN Distance Learning Seminar Series is focused on Digital Transformation for Building Back Better. This includes lectures on how digital technologies change our economy, society, and public policy; manufacturing industry digital transformation; healthcare industry digital transformation; The Korean Government's Response to COVID-19; Digital Transformation and Crisis Management: Education Changes During COVID-19; Korea's Experience with Educational Transformation; The Promises of Data-Driven Policymaking; and the Challenges of Digital Governance. 


Participant Satisfaction and the 2022 GDLN Distance Learning Seminar Series

So far, the 2022 GDLN Blended Learning Program Series has achieved a score of 4.58 out of 5 according to the ratings by the seminar attendees. Professor Lee Chang-geun's lecture scored 4.75 points, while Professor Lee Ju-ho's lecture scored 4.74 points, indicating very high satisfaction among participants. In this article, we will briefly review the contents of Session 1 on How Digital Technologies Change Our Economy, Society, and Public Policy by Professor Lee Changkeun and Session 6 on Positive Changes in Education: Lessons and Insights from Korea’s Transformation by Professor Lee Ju-ho.

 

How Digital Technologies Change Our Economy, Society, and Public Policy by Professor Lee Changkeun 

Firstly, the seminar by Professor Lee Changkeun starts with how artificial intelligence (AI) can assist predictions and eventually decision making. The session delves into cloud computing and how it can lead to economies of scale. Section 2 of the lecture focuses on the importance of artificial intelligence (AI) for businesses. Artificial intelligence (AI) can reduce the cost of production and help in formulating a more precise corporate strategy. Lastly, the session enters the paradigm of the impact of artificial intelligence (AI) on society and policy making. In the context of society, the polarization of public opinion has happened due to algorithms managed by AI. Policymakers now have a chance to make better policies by being data-driven. Commenting on the seminar, one of the participants said, "As a diplomat working in the IT Department of the MFA of the Republic of Madagascar at present, this training is very helpful to me in understanding today's challenges in digital technologies and the need for the adoption of artificial intelligence in implementing foreign policy. Changes can be brought about in nurturing digital diplomacy policies that have their sources within the IT Department."


 


Positive Changes in Education: Lessons and Insights from Korea’s Transformation by Professor Lee Ju-ho

The seminar by Professor Lee Ju-ho was also interesting and provided insight on   the positive changes in education in Korea. The session gives evidence to show that education is one of the most important instruments of social change. Also, the Korean government's leadership actively promoted ‘brain gain’ and turned those people working abroad into an important brain pool for industrialization and social development in Korea. The seminar also delves into the importance of vocational high schools and the case of Meister High Schools in Korea. Lastly, the seminar delves into innovation in school and university education and places emphasis on making these institutions lifelong learning institutions. Reflecting on insight drawn from the seminar, one of the participants said, "Impressive growth in education and initiatives introduced worked for Korea. Nigeria requires understudies to underwrite the company partnership model to grow the educational system. I wish to bring these to the attention of relevant authorities to implement meaningful changes in Nigeria's educational system."


 

First-hand Experience 2022 GDLN Distance Learning Seminar Series

As one of the participants, I also attended Professor Lee Changkeun’s lecture on Artificial Intelligence (AI). It helped me to understand how AI can be used by policymakers to make precise decisions on important issues. AI can help policymakers understand core socio-economic problems in a better way and find data-driven solutions for those problems. The 2022 GDLN Distance Learning Seminar Series has updated the policy discourse with the latest research and findings to help early-career policymakers. The 2022 GDLN Distance Learning Seminar Series is just one of many initiatives developed by KDI School to provide high-quality policymaking education to public officers and share the Korean Economic Development Experience with the world.

 

The KDI School organizes different programs for training aspiring, early-career, and experienced policymakers. The 2022 GDLN Distance Learning Seminar Series was a successful venture in a similar direction. We warmly encourage both KDI School students and policymakers outside of KDI School to attend similar programs organized by KDI School in the future.
