KDI School Development Talks Webinar Series: Philippines

On May 19, 2022, KDI School organized the Philippines chapter of the KDI School Development Talks Webinar Series. The webinar began with the opening remarks by Professor Wook Sohn (Associate Dean, KDI School of Public Policy and Management), followed by congratulations from Ambassador Maria Theresa B. Dizon-De Vega (Philippine Ambassador to the Republic of Korea). The KDI School Development Talks Webinar Series has updated the policy discourse with the latest research and findings to assist early-career policymakers. The Development Talks Webinar Series is only one of many initiatives developed by KDI School to provide high-quality policymaking education to public officers and share the Korean Economic Development Experience with the world.

Let us now explore the contents of the KDI School Development Talks Webinar Series: Philippines. The speakers in the webinar were experienced experts from the Central Bank of Philippines, National Economic and Development Authority, and the Asian Development Bank.

Presentation 1. Philippine Banking System: Financial System’s First Line of Defense Amid COVID-19 Pandemic - Presenter: Joel Jr Campipi (Bank Officer, Central Bank of the Philippines)  

During the first presentation, Mr. Campipi (2015 MDP, KDI School) explained how the assets grew at a faster rate, primarily fueled by loans during the COVID-19 pandemic. Furthermore, the loan portfolio recovered while maintaining manageable asset quality. The other financial tools used to mitigate the impact of the COVID-19 pandemic included extending financial relief to borrowers, incentivizing lending, promoting continued access to financial services, supporting continued financial services delivery, and supporting a sufficient level of domestic liquidity. Mr. Campipi believes the banking system will remain stable over the next two years due to the aforementioned initiatives. The Central Bank of the Philippines aims to bring operational resiliency, digital transformation, sustainable finance, and financial inclusion to the Philippine economy.

Presentation 2. Ambisyon Natin 2040 and the Philippine Innovation Act - Presenter: Ranel Ram Cheng (Senior Economic Development Specialist, National Economic and Development Authority)

In his presentation, Mr. Cheng (2016 MPP, KDI School) elaborated on Ambisyon Natin 2040. Ambisyon Natin 2040 means "Our Vision 2040." This vision is an anchor for development planning across administrations and serves as a guide for engaging with internal stakeholders and partners: "By 2040, the Philippines will be a prosperous middle-class society where no one is poor." People live long and healthy lives and are smart and innovative. The country is a high-trust society where families thrive in vibrant, culturally diverse, and resilient communities. In the country’s long-term vision, one step is the Philippine Innovation Act. This adopts innovation as a vital component of the country's development policies to drive inclusive development, promote the growth and national competitiveness of MSMEs, and appropriate funds. The National Innovation Agenda and Strategy Document provides a vision and the long-term goals for innovation and offers a roadmap and strategies for improving innovation governance with at least a 10-year horizon.

ADB's Role in Philippines Economic Development - Presenter: Kelly Bird (Country Director, Philippines Country Office, Asian Development Bank)

Mr. Bird began his presentation by describing the partnership of ADB with the Philippine government in development planning. The first project Mr. Bird focused on was the 2022 lending program, which is valued at approximately $3 billion. This program is aimed at building infrastructure, fighting climate change, promoting post-COVID-19 employment recovery, and supporting skills development. Another important collaboration ADB is pursuing with the Philippine government is SkillsUpNet Philippines, which is a competitive grant funding scheme. The priority sectors for SkillsUpNet Philippines are agribusiness, construction, ICT animation, tourism, and women’s enterprise. Phase 1 of the scheme is already underway as of the first quarter of 2022. Last, Mr. Kelly Bird expressed ADB’s desire to further strive for the socio-economic development of the Philippines.

KDI School organizes different programs to train aspiring, early-career, and experienced policymakers. The development series webinar was a successful venture in a similar direction. We warmly encourage both KDI School students and policymakers outside of KDI School to attend similar programs organized by KDI School in the future. With the help of the development series webinar, KDI School is helping developing countries to build innovative solutions to domestic socio-economic issues.
