MIT에서 도시계획학으로 박사학위를 받고 싱가포르 국립대학교 리콴유정책대학원에서 조교수로 근무 후, 현재 KDI국제정책대학원 교수로 재직하고 있다. 아시아의 도시개발과 도시 정책 및 거버넌스 문제에 관심을 갖고 연구하며 가르치고 있다. 도시 문제에 관한 여러 논문을 출판했으며, 주요 저서로는 Megacity Seoul: Urbanization and the Development of Modern South Korea (Routledge, 2019), Smart Cities in Asia: Governing Development in the Era of Hyper-Connectivity (공편, Edward Elgar Publishing, 2020) 등이 있다.
