    Summary of your project Indonesia gained independence on August 17, 1945, not only in a literal sense but also in terms of constitutional rights, including the freedom of expression. As a democratic country, the implementation of this freedom remains challenging, particularly in the workplace. Cases of misconduct, wrongdoing, and other violations frequently occur in work environments, yet many employees remain silent due to concerns about the potential consequences they may face as victims.
    According to data from the International Labour Organization (ILO) in a 2022 survey on violence and harassment in Indonesia’s workplace, 45.61% of victims did not report incidents because they believed that HR or management would take no action, 37.79% feared that no one would believe them, and 37.52% worried that reporting would negatively impact their careers.
    Indonesia has legal protections for whistleblowers in both the private and public sectors, as outlined in Law No. 31 of 2014. However, its implementation has been largely limited to reporting corruption in the workplace. In reality, workplace violations in Indonesia extend beyond corruption. According to the ILO, 70.81% of employees have experienced violence and harassment at work, 72.77% have witnessed such incidents, and 53.36% have been both victims and witnesses. Additionally, 54.81% of perpetrators are supervisors or senior colleagues, indicating a significant power imbalance between offenders and victims.

    Taking the Road Less Traveled: Designing a Whistleblower Protection System in Indonesia - Details of Cooperation Project
    Objective of the Project 1. Designing Institutional and Oversight Systems for Whistleblower Protection in Government, Public Sector, and Private Sector
    2. Designing and develop the reporting and monitoring workflow for the whistleblower protection system in Indonesia.
    3. Providing business process recommendations for the development of a cross-sector whistleblower protection system.
    4. To design and develop a digital whistleblower platform tailored to the needs of Indonesia citizens, allowing for secure, anonymous reporting of corruption, misconduct, and human rights violations.
    Expected Benefits from the Project 1. Creation of a dedicated Whistleblower Protection Agency to oversee and enforce whistleblower protection policies across government, public, and private sectors.
    2. Implementation of clear guidelines and standard operating procedures (SOPs) for handling whistleblower reports.
    3. Development of a standardized reporting process that ensures clarity, ease of use, and efficiency in whistleblower case management
    Anything you would like to inform the potential partner The project addresses SDG 8 on promoting inclusive and sustainable economic growth, employment and decent work for all last it intends to design institutional and oversight systems for Whistleblower Protection in Government, Public Sector, and Private Sector. It also aligns with SDG 16 on " promoting peaceful and inclusive societies, providing access to justice for all and building effective, accountable and inclusive institutions at all levels" as it intends to address the issues on corruption.
